Subject:Chinese / Japanese Painting?

Found this beautiful artwork in a thrift store. The previous owner had folded it to fit the frame and was displaying it backwards!

It looks like ink on rice paper.

Can anyone tell me more? Who is the artist? What does the inscription mean?
