The inscription is too far and out of focus.

Hu Zhengwei 胡正偉 1941-
Native of Yinchuan, Ningxia
Studied painting in the Chinese Painting Department
of the Guangzhou Academy of Fine Arts. Member of the Chinese Artists Association. Dean of the Ningxia Painting and Calligraphy Institute. Currently living in Beijing. His works participated on the 6th to 10th National Art Exhibitions and won five awards.
