It is Japanese,
Signature,
枕山　-　Chinzan
Upper seal,
沼厚子壽　-　Numa Atsushi　Kosu　(Real family and given name plus style-name)
Lower seal,
枕山生　-　Chinzan-sei (Art name)
Inscription on the mounting,
枕山書　-　Chinzan's calligraphy
Leisure seal,
白雲繞筆　-Hakuun shōhitsu - (White clouds encircling brush)

Ōnuma Chinzan 大沼枕山　1818-1891
Poet, calligrapher.
