Can any one tell me what it says? Its a copy of of one of the 13 emperor scrolls but who did it?

The text copies (poorly) the caption on the painting that names and gives brief biographical information about this emperor. Here is are photos of the scroll to compare yours to:

The painting is traditionally attributed to Yan Liben but only part of the painting dates to the Tang period.

The original photo does not have the text on the left side. What does it say?

I have removed this from its frame. I assume its some type of cheap tourist item. It is printed on some type of nylon cloth.

It's part of the first line of the caption for the next emperor painted in the scroll, emperor Wen of the Sui:
