what is written the age and the maker

The inscription on the fan in my rough translation reads,
天降雄彦　資才卓茂　仰高鑚堅　允文允武　内幹（三署）

節武榮碑　思明
The heaven blessed him with wealth and ability
Looking up to him as he gets harder,
Equally proficient in intellectual and military affairs
He is fit for all (three court offices)
