Colophon reads,
八十八 甲子 88 (Years old in the) Year of Wood-Rat (1924)
鐡斎外史 - Tessai-gaishi
Seal,
富岡百錬 - Tomioka Hyakuren

Tomioka Tessai 富岡鐡斎 1837-1924
Literati painter, calligrapher, Confucian scholar. His real name was Hyakuren, Tessai was his pseudonym.

Wow! Once again thank you Nagy. Doing a search with the "Tessai" and "bamboo" keywords I found this interesting page: http://www.kaikodo.com/index.php/exhibition/detail/sharpening_the_tools/1005
