Upper seal,
金井忠印　- Seal of　Kanai Chu
Lower seal,
一章別號柏山　-　Isshō betsugō Hakusan (Kashiyama)
Isshō　alias Hakusan (Kashiyama)

Kanai Isshō　金井一章　
Less known　Japanese painter from the beginning of 20th c.

Thank you very much, Nagy. The style of the painter, and also the signature, reminded me of Kawabata Gyokusho.

The style is similar, but the signatures and seals are different.
玉章　Gyokushō （川端玉章　-Kawabata Gyokushō)　ｖｓ
一章　Isshō　　　　　(金井一章　-　Kanai Ishhō）
Ⅰ checked Kawabata Gyokushō's signatures and seals in the
日本書画落款印譜集成　（柏書房）p.134
（Collection of Japanese calligraphers' and painters' signatures and seals － Kashiwa Shobō)
