菊さくや日本にうまく日本晴　-
Kiku saku ya Nihon ni umaku Nihonbare
Chrysanthemum blooms, and it is sunny in Japan
素亮　-　Soryō　(Signature)
素印　-　Seal of So

Presumably Yoshikawa Soryō 吉川素亮, painter, the
younger brother of the famous Japanese novelist Yoshikawa Eiji.
