If your question is: Is this an original Hokusai print? then the answer is no. If you compare it to an original (see link below) at the Boston MFA, you can see that it wasn't printed with same blocks as the original.

Since this series has been copied more than 1000 times, I imagine some of the copies were done in the Edo period. Whether or not this one, I can't say. If I. Nagy is kind enough to translate the text in the margin, that may provide a clue.
