Subject:A strange guy with calligraphy

Good morning, I have this drawing with a strange figure. A friend tells me it's an "Arhat", but I don't quite understand what he's doing. Calligraphy seems very elegant to me. Can anyone translate? is the date or author indicated? Many thanks for your help.

鐵斎外史 - Tessai-gaishi
Upper seal,
冨岡百錬 - Tomioka Hyakuren
Lower seal,
銕道人  - Tetsudōjin

Many thanks Mr. Nagy. So "shinigami" is a depiction of Death. Is it not an Arhat? I have seen other paintings by Tomioka Tessai; the seals and signature match, but the style looks quite different. Thanks again and best regards.
