Subject:Shan shui Winter landscape

Happy 2022 everyone.
Can anyone know who is the author of this painting? is it Japanese or Chinese? Thanks for any suggestions,

It is Japanese,
Signature,
旭斎寫 - Painted by Kyūsai(Rising Sun Studio) - Pseudonym
Upper seal,
遠州漁叟 - Enshū gyosō (Old fisherman of Enshu) - Another pseudonym
Lower seal,
旭斎   - Kyūsai

I only find one painter with Kyusai 旭斎 pseudonym, whose name is Kanagi Toshikata 金木年景 (active in the 1870s-80s), but he is known as ukiyo-e painter. Of course it still doesn't rule out that he couldn't paint winter landscapes.
There is very little information about him in the books or on the net.
