Bought this from a church garage sale when I was a teenager around 2000. The red stamp is illegible, but hoping I can find out who the artist is.

oof, printing onto this fabric doesn't improve the characters' legibility either. Might be 松夆, which I think would usually be a Japanese name. Pictures of parrots are not very common in traditional Chinese or Japanese art, this ad shows a nice one: https://bit.ly/3hbGizd
