天下一人見和泉掾重次
Tenka-ichi Hitomi Izumi no Jō Shigetsugu
(Best in the world, Vice Governor of Izumi Province*, Hitomi Shigetsugu)

*A formal non existing decorative title.
In the late Edo and Meiji periods mirror makers liked to use decorative blank titles.

With regards,

I really appreciate your help. thank you.

the mirror has a very interesting design and appears to be silver plated - something i have not run into yet. heretofore it has been largely bronze mirrors.
