Subject:Is this okimono netsuke correctly identified?

Hello,
A friend has inherited this okimono and we are trying to identify the signature and value of the figure.
After some research we have come to think it may be made by Gyokushi/Gyokusai due to the base carving and signature itself, but we are not sure at all. Also is this of any value for the figure?
