It is Chinese,

Inscriptions,
水抱孤村遠山通一径斜不知深
樹裏還住幾人家　於酒仙人

Water hugs the lonely village far away,
a climbing path leads up the mountain,
I don`t know how deep in the trees,
there are a few houses
by Jiuxianren (Wine Immortal) - Pseudonym
Upper seal,
酒中僊 - Jiuzhongxian (Immortal in Wine) -Pseudonym
Lower seal,
松濤　- Song Tao - Surname and given name
