I dont know any painter sangetsu.
The first seal is not to clear. i thought it could be Haruta no in.
So 春田山月 would be the name.

And indeed, the search spits out this:

So he is a listed painter in this meiji list of 1882. I didnt try to find him in the list though.

Nice to hear from you again Peter. In fact, I too have not found any other references other than that list of painters who participated in the 1880 exhibition. Even if it will not be possible to know more about the author, I am happy to have added this beautiful painting to my small collection.

Small addition,
He is recorded under the column "(From) Osaka" in the said list.　Then, it is certain that he was from Osaka at least.
