This is the figure of the Lotus Bearer (Padmapani)
Bodhisattva "Buddha of the Future".
Her raised hand holds the stem of a white lotus, while her lowered hand is in the boon granting gesture.
Bodhisattvas are represented as either male or female - here female.
The middle of the three characters on the base is
illegible. (Reads from right to left)
山x上 （Shang x shan) - Shang x Temple (Chinese)
(Jo x zan - Jo x Temple (Japanese)
