I would appreciate some help with the top writting and marking on this plate. I have very little knowledge of Chinese items. Appreciate the help....look to me to be hand painted with a very fine brush?

No one can help without photos: taken in a *lit* environment preferably without flash, photo of whole top side of plate, a profile photo, a photo of base with close-up of footring showing how it relates to base and the adjacent part of the plate; plus good close-up of the writing.
