Subject:need help identifying this artist

I got this from a relative who past away and need help identifying its artist, history, value, etc.. I may sell it, but I haven't decided yet.

Any help in finding out what the artist's name, nationality, etc, is greatly appreciated.
It is 17x32 inches, wooden framed, with brass accents and backed.
I think it is a desk divider.
