It is a container for charm, amulet or prayer-slip (abbreviated prayer written on paper, bamboo slip or even leaf). The two loops are for a string, thong or chain to wear around the neck.
Such containers have been made for 1300 years or more of many different materials, from the Mediterranean Basin to South Asia, and used by persons of many different spiritual beliefs.
Yours could be late 19th century or early 20th, and from the sketchy dragons I would guess Vietnam or China - but that is a guess only.
