Hello Derric,

That dark blue cobalt and that 3 clawed dragon says Japanese to me. (in common Japanese dragons have 3 claws, Chinese 4 or 5 if emperial). I have a little trouble with dating the piece. If I look at the red I would say late Edo(about 1850). (later on in Meiji its often more orange), but the decoration is a little crowdy and a looks "to much of everything" Maybe just a feeling so let's see what the real experts have to say.
