Subject:Third plate listed...need help identifying

Hello all...sorry to bombard you but here's another plate that I would like help with. I don't think it's transfer ware because there's lots of texture and dimension to the decoration. I would also be interested in finding out who made it and a time period if possible. Thanks so much for any information you guys are able to share.

Again.... Kutani. Mayby a bit later.
Can't help you with the marks. (could be; Nipon ..)
