The poorly drawn printed seal mark says 'da qing qian long ??? zhi', great qing (dynasty) qianlong (emperor reign) made. Extremely common fake mark. This one made in China.

Bowl looks made late 20th century or early 21st.

Design could be printed or decal, can not tell from your photos.
