It's late 19th C European statue of a Gallic warrior in a Pseudo-Romantic style, typical for that era. The warrior itself could be some great Gallic chief, like Vercingetorix or Ambiorix.

Looks very European to me so you probably won't get far on this forum,might be French at a guess;is that a crest on the base?you might get somewhere looking it up,Keith.
