Subject:Is oriental?

I have been trying to identify this for sometime now. The underneath clay has a dark red colour

It looks somewhat like soft-glaze pottery that was made during the late 19th-early 20th century 'Arts & Crafts' period. I believe this movement arose primarily in the West although the Japanese created some similar wares to compete in export markets.

I agree with Bill's take on your vase. A significant amount of these Arts and Crafts pieces was also produced in Belgium, the quality of some of which is first rate. Many rely heavily on Chinese monochrome ceramics for their inspiration, but add their own design sense. In many ways they are more unusual than much of the Chinese production at this time.
