Oh yes:

Very possibly a shepherd king, look at wiki:

either Atta-hushu (?1928- after 1894 BC) Shepherd of the people of Susa son of Shilhaha
or: Tetep-Mada (after c. 1890 BC) also Susa..

Hi Cheryl

this would be a piece of Turkish metal work in the Seljuk / Ottoman tradition. Possibly early 20th century. The depiction would be Persian mythology, the heads are Ottomanm; look at those splendid moustaches!

Who they are I would not know, these trays are normally used for serving tea, or are often set on three legged wooden frames.
