Subject:Help identifying a drawing,,,age, artist, meaning?

Attached are two photos of a drawing that has been in my family for many years. Can anyone help identify the artist and approximate age? It was purchased at Eland's Art Gallery, Exeter, England at some point prior to 1914. The size is 10.5 x 10.5 inches. Thank you for any help.

A procession of frogs. Looks very Japanese, Meiji period to me. Could be a woodblock print in the "shikishiban" format.
Unfortunately, I have problems with the reading of the signature. The first character could be "Kei" or "Kage" (景); second character not read at all. Under the signature is a red 'kakihan' (artist's script mark or personal seal).
