Subject:unfinished bowl?

Hi, I have a bowl that has five claw dragon surrounding the exterior of bowl (they're all the same dragon). It looks like it was unfinished (not sure if it was supposed to look like this). The outside is glazed, but bottom and inside are not? Very scratchy.
Would anyone know any info on this bowl. The blue on the bowl is actually darker than the pics indicate.

Hi Mazzy

Pretty sure this is a modern Japanese 'printed' design on this bowl.

Some of the transfer hasn't taken which is why it looks unfinished!

Could have been made for purpose not hold liquid or foodstuff.

Looks like design transfer-printed, think no older than 3rd quarter 20th century.
