Subject:Need help with indentification

I bought this @ an antique shop in the 80s; the owner knew nothing about it or what it was. I was drawn to the Buddhas & polished stone embellishments. It measures approx. 8" dia. @ its widest and stands approx. 18" high. Anything anyone can tell me about it would be greatly appreciated. Thanks in advance!

If the lower part rotates, it could be a Tibetan Prayer mill.

No, the base is not meant for free rotation though it can be rotated. The piece does break down into parts as shown in new photo.

Probably made in India. The cabochons could be glass rather than stone. Is no inscription on bottom? Might have had a sticker saying where made.

Probably pretty new when you purchased.

No, the cabochons are definitely stone/agate and not glass. I figured it wasn't ancient, but I sure would like to know just what it is!
