no, the four characters are a title for the picture and the seal too indistinct for me to read

the inscription is a title, no the painter's name. it reads something like "precious fowl amid massed bamboo". the seal likely has some aspect of the artist's name in its legend but is too faint to read. this is meant as a decorative, touristy item though rather than as "fine art"
