i have done my best at reading the mark but i cant figure out completely....any ideas would be great

This is an apocryphal 18th century mark in seal script of 'Made during the Qianlong Reign of the Great Qing Dynasty' (Da Qing Qianlong Nian Zhi). It is on a modern vase with what appears to be transfer decoration. Could have been decorated in Hong Kong or Macau.

Bill is quite right. There were a few actually Qianlong reign imperial wares made with rose enamel reign marks, but the inscriptions were in regular script not seal characters.

Your example does not approach the extremely meticulous European-inspired decoration of the original wares. While not an expert attempt at fakery, it might appeal to someone who had never seen any of the original porcelains but wanted to believe an origin in middle 18th century.
