The contemporary porcelain shown is of a type that typically is produced at decorating factories in Hong Kong or Macau, where porcelain produced elsewhere in China is painted and refired with such quasi-rose medallion designs. The marks usually are applied by rubber stamp or decal.

Mark least important feature of Chinese-type porcelain.

Photos should be about 600 pixels wide. Need closeups of decoration - close enough to see face features very well - and of full base.

Your piece's stubby people whose features look more like ET than Chinese persons, plus enamel colors, confirm Bill's opinion.

You can still use for flowers; a few peonies would look nice.
