Is this a souvenir or something nicer? Can anyone give me an approximate date or translate the label?

Tag say same thing in Chinese as in English.

A lot of these made 1980s+ for export to department stores, boutiques, maybe 'Chinatown' tourist stores.

This would not depict a parrot..although the feet indicate such...2 toes in front, two in the back.
