Subject:Metal Chinese Tea Caddy with signature

Can anyone tell me what the signature on the base of this heavy metal tea caddy says and whether it it possible to date this item.

It's possible that the metal is pewter but I can't be sure. It's heptagonal in shape (7 sides).
