I was wondering if this is an old object. It is signed also.

I'll stick my neck out...
with all the indications, my guess is Tagua nut, and not old at all.

It looks like wood. Netsuke are carved from various woods; cypress, boxwood, cherry, black persimmon, etc.

The front is fairly complex but the back is simple.

If we can translate the signature, it may lead us to further information.

Some ivory examples below.
