Subject:Knife / Tanto Identification HELP!

Hello! I recently acquired this blade from a family friend. He got it from the estate of a WW2 vet. I think it is ox bone and the end caps seem to be different... maybe ivory? The tassel has green and blue thread knots woven in and overall it appears to be very old. Can anyone help me identify it and give a general value? The tassel is the type installed on 1920s-1930s covered baskets sold in USA, often used as sewing baskets.

It could have been added at any time; the baskets were being sold in flea markets, country auctions and 'antiques' shows 1950s-1980s at least, including the tassels.

A "WW2 vet" could have acquired the knife at any time or place before his death. It could have been sold as part of a 'carving set' with long fork and possibly a sharpener/hone. It could have been a gift.
