Subject:Chinese Wooden Horse or Dragon like a Dala horse?

I bought this at a garage sale. I thought it looked a lot like a Dala horse. Its definitely cool looking. At first I thought it might have been Native American or Mexican, but then I saw someone else referring to it as Chinese. One of the ears is missing and in its place are a few rusted nails. These nails give me the idea that its age was from the 40's or possibly earlier. Is this a horse, dragon, or some other kind of animal? Is it even Chinese? Also is this a collectible folk art or just some tourist merchandise garbage? Thanks for all the help.
