Yesssss... this is Kutani. It is marked "Kutani Zo" It has a kind of "Shoza style" decoration and my guess for a dating would be Taisho/early Showa period. Sorry... I'm not good in values.

Mark does say Kutani made.

Looks to me like last third 20th century or later.

Pretty decoration plate, well painted.

Resale value depend on how some buyer like it.
