Subject:Need help identifying carved figure

I'm trying to help my 99 year old neighbor determine the age and value of this figure. She inherited it from her mother who received it as a gift sometime between 1918 and 1925. The gift was from a friend who had been on a trip around the world. Can you tell me if it is some type of sea god? How old is it? Does it have any value?

Any help would be greatly appreciated.
