This is a Japanese mark of 'Hichozan Shinpo Seisu' (Made by Hichozan Shinpo [also seen transcribed as Hichozan Shimpo]), a late 19th century studio name. All porcelains I can recall seeing with this mark have had polychrome decoration, but this is not to say that blue & whites weren't produced by this studio. Your dish has the form pattern and palette of Chinese 'Kraak' porcelain wares made during the late Ming and early Qing dynasties and copied by the Japanese.
