I would love to know who made these. I greatly appreciate any help I can get!

As the label says, the porcelain was made in China and painted in Macau. The triangular mark probably was applied by the decorating factory when it stamped on the health warning, but it doesn't look very clear, possibly on purpose, in the event someone comes down with lead poisoning despite the caveat.
