Subject:Can anyone read these hallmarks on silver

I picked up this tray. Believe it to be Chinese. I just cannot read the characters-hallmarks. It has a large flowing Dragon with four more on outer edges. I think the two top marks read fang 9. Would love to know age maker and silver content. Any help would be great. Spent an hour polishing looks great. Thanks in advance. Larry
