I am not an expert so take this with a grain of salt.
I think the snuff bottle is made of glass and fairly new, certainly 20th century or later. I base this on the slapdash decoration of the body of the bottle. The cuts are crudely done and poorly finished. We have a number of snuff bottles of materials that are harder than glass (quartz, carnelian, jade, jadeite) where the workmanship is noticeably better. Plus, the decoration looks modern. I can't explain that more than to say it is a gut feeling.
Further, the shape looks more decorative than useful. It doesn't look like the spoon can be very long given the angles involved from the cap into the bottle.
