Subject:Silk Painting help

I was hoping someone could help me identify the artist of this painting, as well as provide information about how to describe it... Is it Chinese? Japanese? Where it the location of scene in the painting (if it is a real place, etc.)?

Also, does this painting seem like something of real value (is it worth getting appraised) or should I just sell it on Ebay or Craigslist?
