Subject:Oracle Bone Script Painting (help please?)

Hello all!
I just happened upon this forum while researching a painting I have found. Am I correct in guessing this is a transcipt of an oracle bone text presented as a poem? And I was wondering if anyone can tell me who the artist is, as I can't read the seal? Thank you kindly for allowing me to post. I can't find much information on this type of painting online.
