Got this at a thrift store for $0.25 and has old wood frame, missing glass, actual painting of what looks like a cartoon character. Any clue on character or artist?

Still need chop mark translation if possible? Got this response on writing.
In picture 2, it says ' poem page 23 section 2 '. In picture 3, it says ' take me to one side, peacefully resting by the edge of the water '. I have no idea who this child is. Hope this info helps. George

I feel that your labeling this painting as "cartoon" is inappropriate and almost disrespectful because you should not make judgment on any art pieces if you have no idea what they are n have to request for assistance. I do not know who this George is but if u have asked assistance from any Chinese Christians, they will be more than capable in helping you. No pun intended.
