Not a Buddha but an image of a Tibetan monk. Perhaps 19th century, though other collectors can speak more from hands-on experience than I. Here's the link to a similar but apparently older version in an online gallery.

As Bill has noted this is a Monk or Lama.
The sculpture appears to be repousse and is from the 18th century.
The hat identifies the Lama as coming from the Gelukpa school.
It was made in China in the Tibetan style and is hence referred to as Tibeto-Chinese.
Images of the founder of the Gelukpa school, Tsong Khapa were frequently made in China although most depicted him with his hands both in front of his chest signifying that he was turning the wheel of the Buddhist law.
This could be Tsong Khapa, a Dalai or Panchen Lama or any other high Gelukpa Lama.
