Subject:Can anyone identify this mark and date this piece?

I was hoping an expert might be able to identify or comment on my beautiful umbrella stand.
It seems to be from the early 20th century and by the hand of a master. It was broken early on and
repaired professionally (with a metal ring an inch or two below the top edge).
I'm curious what the mark says on the bottom as well as the location of the pottery works (clues on the paper
sticker on the bottom?)
If it once had value, does it still hold value as a broken/repaired piece, I wonder?
