Can anyone identify the mark and period on this porcelain plate.Thank you

Looks like somebody's attempt to evoke the early Qing Kangxi style on a piece of porcelain that's quite modern, judging by the naiveté of its nontraditional figural painting style and atypically perfect glaze.

Def. an attempt to copie a Kangxi symbol as Bill already said.

I've seen this kind of marks a lot. Im guessing they were made by potters from the Delft kilns in Holland for the Dutch domestic market.
Although i'm not a 100 percent sure
