Subject:markings on an asian carved sculpture

difficulty in understanding the signature on the underside of the base that the sculpted carving is on.
Please tell me what language and what the symbols say.

Japanese Meiji era okimono of a boatsman and child on a metal base.
The metal base is signed 'Harumasa no in ' (Harumasa's seal) but I premuse this is not the maker of the separate ivory (?) okimono. Is this signed anywhere?
